US Proposes ‘Special Economic Zone’ in Ukraine’s Frontline, Says Zelensky

The United States has suggested that Ukraine withdraw from parts of the eastern Donetsk region and create a “special economic zone” in areas it currently controls, Ukrainian President Volodymyr Zelensky said. He emphasized that control over territory and the Zaporizhzhia nuclear power plant remain the most contentious issues in ongoing peace negotiations. While the U.S. seeks a quicker end to the conflict, Zelensky warned that Russia shows little real desire to stop the war.

According to Zelensky, the U.S. plan would see Ukrainian forces pull back from some areas of Donetsk, while Russian forces commit not to advance further. These areas could be designated as either a “special economic zone” or a demilitarized zone. However, he stressed that any withdrawal must be mutual, noting serious concerns about Russia advancing or infiltrating disguised as civilians.

The Zaporizhzhia nuclear power plant, Europe’s largest, remains a major sticking point. Currently under Russian control, Zelensky suggested a potential solution where Russia would withdraw and Kyiv would share control of the plant with the U.S., though details remain unclear and Moscow’s agreement is uncertain. The fighting on the ground continues to heavily influence negotiations, with Ukraine’s military efforts playing a crucial role in what territory can be held or defended.

Zelensky also highlighted the importance of security guarantees from the U.S., especially as Russia has a history of breaking ceasefires. While draft guarantees are under discussion, Ukraine remains cautious about future U.S. support and how negotiations with Russia may unfold. Reflecting the uncertainty of the situation, Zelensky concluded, “No one knows what may happen the day after tomorrow… We do not know how these negotiations will end.”
